Accra Airport to the city center is mainly a taxi decision, and the airport operator is refreshingly explicit about what is where. Ghana Airports Company lists metered airport taxi service at Car Park 5, public pool taxis also at Car Park 5, and hiring cars at Car Park 2.
That means your first useful decision is not whether transport exists. It is whether you want the metered airport taxi, the more negotiable pool-taxi route, or a car hire fallback. For most tired arrivals, metered taxi is the clean answer.
